Sexual Assault is defined as intentional sexual contact characterized by use of force, threats, intimidation, or abuse of authority or when the victim does not or cannot consent. The term includes a broad category of sexual offenses consisting of the following specific UCMJ offenses: rape, sexual assault, aggravated sexual contact, abusive sexual contact, forcible sodomy (forced oral or anal sex), or attempts to commit these offenses. Consent is words or overt acts indicating a freely given agreement to the sexual conduct at issue by a competent person. An expression of lack of consent through words or conduct means there is no consent. Lack of verbal or physical resistance or submission resulting from the accused's use of force, threat of force, or placing another person in fear does not constitute consent.

Restricted:

To make a Restricted Report, contact the SARC, Victim Advocate or Healthcare Personnel.

The Restricted Reporting options allows survivors to receive sexual assault advocacy, medical and psychological healthcare, and  legal support – to include a Special Victim’s Counsel WITHOUT Command involvement or triggering of an investigation.

Unrestricted:

Unrestricted Reports can be made to the SARC, Victim Advocate, Healthcare Personnel, Chain of Command, or Law Enforcement Officials.

Unrestricted services include: Command involvement, Law Enforcement investigation, sexual assault advocacy, medical and psychological healthcare, legal support – to include a Special Victim’s Counsel, Military and Civilian Protective Orders.

The following individuals are eligible for both the unrestricted and restricted reporting options from the SAPR Program:

•Active Duty members, AF Reserve, and ANG members CONUS and OCONUS.

• AF Reserve and ANG members can report at any time, and do not have to wait to be performing active service or be in inactive duty training to file their report.

•Military members who were sexual assault victims prior to enlistment or commissioning; this includes adult sexual assault and sexual assault that was perpetrated on the military member while he or she was still a child.

•Dependents, 18 and older.

•AF civilian employees
